Stalcar MK3 plus &
Spectre MK3 RDD are sold and serviced by a small Brisbane based
Electronic Coy Stalcar (introduced officially Feb 2000) is a radar detector detector (RDD) intended to pick up a large variety of radar detectors including the latest Bel and Valentine models. An audio alarm sounds when a signal is detected, and a bar graph display indicates signal proximity (range based on signal strength). The Stalcar is multi-band and uses a double down conversion receiver. The unit mounts to (inside) windshield or side window using suction caps. Detection range reported to be as high as 1 kilometer (0.6 miles) in some instances. Angled at 90 degrees to a line of traffic the device is able to pinpoint the vehicle with the leaking radar detector.

Police and electronics enthusiasts seeking to avoid speeding fines are locked in a game of technological cat and mouse. These days of slant and mobile radar, speed cameras and even radar detector detectors have seen speedsters use innovative attempts to avoid a fine and loss of license points. Radar detectors have been illegal in NSW and Victoria for some years. However, the latest "undetectable" models, available by mail order from Western Australia, are openly advertised in trucking magazines and on the Internet. Electronic enthusiasts are also "tweaking" existing detectors to put them outside of the range of police detection equipment, while still warning of radar guns. On both sides of the Murray, operating a "speed measuring device evasion article" attracts on-the-spot fines of more than $1000, which are followed up with equally hefty fines if the motorist refuses to surrender the radar detector to police. Methods employed by law enforcement to detect drivers using or suspected of using radar detectors!
Many drivers using detectors are of the opinion a good Stealth unit is the answer to evading a speeding ticket.....it is only an aid! Always carry an excellent brand audio recording device and record any conversation that takes place between the officer and the driver. ARDS suggests a digital recorder of high quality such as a Sony IC Recorder ICD-55. Traffic matters in a Court of Law presided over by a Magistrate in most cases will favour the officer. Past cases have shown an officer to be very careful as to what he says whilst being recorded. If you're going to defend a Traffic Matter use the best defence not hearsay! Motorists rights are violated daily due to ignorance, lack of understanding, intimidation and lack of knowledge of one's rights. All Highway Patrol cars in NSW are fitted with Kustom in car video .. beware of this candid camera as it also is linked with digital audio sound recording. Part of Big Brothers strategy. General Mobile Radar: Those who are unfamiliar with the use of Mobile Radar take heed there is nothing special or mysterious about its technology or operations. This device will not detect a vehicle from a number of kilometres away as some are led to believe. It is the operator of the apparatus who uses the device correctly or incorrectly that will affect the outcome of the speed reading taken. If you challenge the operator you can be assured under Oath many lies will be told in a parrot like fashion this is part of the game. Please bear in mind if you are caught speeding and you know the officer to be correct....please extend him the courtesy...."Don't lie," wear the ticket! Most officers in the Highway Patrol division act in a professional and courteous manner and as such give them that respect and you may be pleasantly surprised at the outcome in general! Currently in use in the various states is the old KR-10SP mobile radar that has been around for many years. The KR-10SP does not have a lock through system conveniently rendered inoperable. Some operators of a KR-10SP mobile radar especially in NSW and QLD use "Instant-On", capacity for a split second at the appropriate opportunity. With no Doppler Tracking History all radar emissions ceases the moment the device is in hold mode! This method is employed in an attempt to defeat radar detector users. Another mobile radar in ARDS inventory is the Kustom Silver Eagle Aust version based on the same principles and operation with a dual antenna capacity thus enabling the operator to detect oncoming traffic as well as traffic approaching from the rear. A singular antenna is used in Australian states. Mobile radar such as KR-10SP is part of ARDS P/L inventory. We have a variety of laser guns including Prolaser and Ultra-lyte to utilize in contested cases. Other resellers do not have an inventory of radar or laser equipment! The current Australian Standards for use of Mobile Radar have now omitted the requirement to track a vehicle for 3 seconds! In most cases all States do not adhere to this tracking history and "Instant-On" burst of less than a second is often the case. Mistakes are easily made by mobile radar operators and hard to proof but not impossible! Hence one of the reasons operators of radar/laser will secretly record your roadside conversation and rely on your admission of guilt! The good old line used is "Why were you doing x kph over the speed limit .. are you aware you were doing such a speed over the limit." "Do you have any excuse ..sick granny. "Don't fall for this old line. Any comments you have made during the conversation which are pertinent to the alleged offence are written on the back of the duplicate infringement ticket issued copy to be used against you in a court of law. Never admit Guilt at a roadside encounter if you believe you are in the right. Your defence starts at the roadside the moment you are pulled over. Should you wish to contest the matter all documented and written evidence and taped conversations will be bought up against you in a court of law in the form of a transcript and the taped conversation taken at the time will also be played in court. The operator of a mobile radar may at times take two separate speed readings when checking your speed. To overcome a multiple speed tracking history the officer will Endeavour to target your vehicle at close quarters .. several hundred meters. A push for more unmarked cars with radar antenna hidden in the inside of the vehicle is well on the way. A driver with a radar detector (first cab of the rank,) when hit with a burst of radar will react instantly by slowing down thus when hit with a second burst of radar in quick succession will have lowered his speed. Officer notes difference in second speed reading and thus he comes to the conclusion you may have a detector on board. Typical ambush tactic at a hidden location by parked patrol car is to give quick sharp burst and watch for drivers reaction. Many Highway Patrol cars do not have an RDD on board thus by employing the above tactics you will by pulled over and spoken to in a confident and intimidating manner by the officer and told "I detected your vehicle having a radar detector." Our bluffing officer now has nothing to lose by stating the above as he does have the right to search your vehicle for a detector on reasonable suspicion. In most cases you will be told, "If you hand it over now we will only give you a singular ticket, but if we have to look for the detector and find it we will give you a second ticket for failure to surrender....double the fine!" A number of Police Officers in marked and unmarked cars of the various states including RTA inspectors whose vehicles are Stalcar equipped do not at time use Radar. This adds more confusion to unsuspecting drivers with their radar detectors switched on. In the past and present drivers would switch their detectors off as soon as the detector indicated the presence of Radar. The unsuspecting drivers with their radar detectors switched on are being monitored by the vehicles which are Stalcar equipped. In the case of multiple vehicles travelling in convoy the Stalker equipped vehicle will cruise adjacent to the line of vehicles with the Stalcar positioned at a 90 degree angle as the line of vehicles is traversed. Utilizing this method the Stalcar equipped vehicle will identify the vehicle with the radar detector switched on. To overcome this covert method of operation described above it is recommended when a suspect vehicle is seen approaching, treat it with suspicion and switch the detector off!! Remember a radar detector detector will detect interference from sources other than a radar detector as well! there are reasons why an RDD also has its limitations. Used correctly under ideal conditions the device will indicate the presence of a radar detector. Used incorrectly and by the overzealous type it is prone to many mistakes! The Stalcar Radar Detector Detector has now become more widespread after successful trials in the Southern States. Law enforcement in various states have accepted there use as standard practice. Queensland has followed suit with the purchase of an undisclosed number of these devices. The following states are now officially using these
new RDD'S, New South Wales, Victoria, South Australia and Queensland and the

Police enforcement branch's states: In the case of the device fitted to
a motor vehicle which is not immediately removable, legislation provides that the police
may issue to the owner of the vehicle a notice to surrender the device to the Commissioner
of Police (at an appropriate police station within 21 days). These notices have been printed in triplicate, in a booklet
of twenty five. 1. The police procedures where a person is detected under the
Traffic Act 1909, enforcement action can be taken by the issue of a Traffic Infringement
Notice for appropriate offence. A) to a person selling or offering for sale B) to the driver of an offending motor vehicle and/or C) to the owner of an offending motor vehicle 2. Police may require a person in
possession of the radar/jamming device to surrender it immediately, provided, that in the
case of the device fitted to a motor vehicle, it is immediately removable. (Police must not seize the device, legislation requires it to
be surrendered, failure to surrender the device can incur the issue of a further Traffic
Infringement Notice T.I.N. for that offence). NSW Police do not have the power to search a motor vehicle for a radar detector under current legislation!
Amendments For Owners And
Operators of Radar Detectors On 15 April 1999 the Traffic Act
Amendment (Speeding Anti-Evasion Measures) Act 1998 commenced. This new Act makes it an offence to
sell, offer for sale, purchase or allow a vehicle to have any device or substance that is
fitted or applied to, or carried in, a vehicle where the, device or substance is designed
to detect, jam or interfere with non-radar, speed measuring devices used by the police. Police and the RTA will have the
power to require a person to surrender any prohibited speed measuring evasion
article'.
